Integrated Design-Build

As one of California’s premier general contractors, Filanc is now an integrated design-builder of water and wastewater infrastructure. Filanc is proud to announce that we now have all design-build capabilities in-house for projects ranging from less than $1 million to approximately $30,000,000. As the economy has changed, we have shifted with the needs of the economy and in response to our competition. To our knowledge, this is the first time in our industry and region that a contractor of our capacity has brought design in-house to offer truly integrated design-build services.

Filanc provides services for design-build projects in the areas of new water/wastewater treatment facility construction, facility expansions, alterations, upgrades, and repair and maintenance. Our new design division includes everything from business development activities, management of external specialty engineering subcontractors, internal design capabilities, pre-construction services on all design-build and construction manager at risk projects, and value engineering/change order support on design-bid-build construction projects.

WATER

Filanc specializes in the commercial treatment of water. Water treatment is an essential practice that reclaims and reuses water; it is recycling at its height. Filanc has completed award winning water treatment plants throughout the region.

WASTEWATER

Filanc’s primary strength is in the construction of wastewater treatment facilities. Wastewater treatment is the process of removing contaminants from wastewater. It includes physical, chemical, and biological processes to remove physical, chemical and biological contaminants. Its objective is to produce an environmentally-safe fluid waste stream and a solid waste, or treated sludge, suitable for disposal or reuse. Filanc performed construction services for the three-time, award winning Pala Casino, Spa & Resort Wastewater Treatment Plant and Lift Station Rework project.The project consisted of the greenfield design-build of a wastewater treatment plant and upgrades to an existing lift station.

BIOSOLIDS & MATERIALS HANDLING

Biosolids, also referred to as treated sludge, is a term used by the waste water industry to denote the byproduct of domestic and commercial sewage and wastewater treatment. This byproduct can be recycled and used for renewable energy, among other things. Filanc is expanding its knowledge with this service and has completed projects which employ biosolids management. Filanc actively participates in biosolids management. We have successfully completed the Rialto Regional Biosolids Processing Facility and the Encina Water Pollution Control Facility Phase V Expansion, both high-profile, biosolids projects.

RENEWABLE ENERGY

Renewable energy is energy which comes from natural resources such as sunlight, wind, rain, tides, and geothermal heat, which are renewable (naturally replenished). Filanc is experienced in this process and leads the way as the industry moves towards greener technology and practices. Today, more projects involve reusing products and creating less waste. One such way Filanc is materializing this idea is with renewable energy.

The Rialto Regional Biosolids Processing Facility is the first plant Filanc completed which uses both biosolids management and renewable energy. The owner, EnerTech Environmental, is a renewable energy company who pioneered a process to convert biosolids into renewable energy. Utilizing their patented SlurryCarb™ process biosolids are converted into fuel to be reused as an alternative source of energy. At full capacity, this facility will produce over 60,000 tons of E-Fuel per year.

Project Delivery

We deliver projects utilizing four methods of project deliver which range in scope from relatively small repairs to major facility construction. Filanc typically constructs between $100 million and $140 million of water and wastewater treatment projects each year.

DESIGN-BID-BUILD

Design-bid-build is historically the traditional method for completing construction, where the owner contracts separately with a design firm and a contractor to complete a construction project. We continue to complete projects in this manner, but also offer other choices for consideration such as Design-Build, Construction Manager at Risk,and Job Ordering Contracting.

DESIGN-BUILD

Design-Build is rapidly gaining acceptance by public owners as an efficient and effective means of project fulfillment. Its primary advantages over the traditional Design-Bid-Build method are substantial. By integrating construction expertise, the design-build process delivers significant cost reductions and timesavings, plus a superior-quality project.

Primarily, design-build integrates design, permitting and construction, often in ‘packages’ to capture time that is lost in the traditional environment. The design and construction professionals collaborate on a specific task, allowing construction to begin while another ‘package’ is being designed. The team can be either design-led or contractor-led, based on which entity has accepted contractual responsibility for both aspects.

Service backed by expertise is more important than ever when you consider utilizing a delivery method that may be new to you. CONSTRUCTION MANAGER AT-RISK

In this method, also known as CMAR, CM@R and CM At-Risk, the owner contracts directly with a general contractor during the design phase, after a prequalification and selection process. The general contractor provides preconstruction services, such as planning, estimating, scheduling, constructability reviews and other services to the owner and architect. A guaranteed maximum price is negotiated, along with the schedule, near the completion of the design process. The general contractor then executes construction, securing subcontractors and project personnel to complete the project.

JOB ORDER CONTRACTING

Job Order Contracting or JOC is a method of project delivery that includes a competitively bid and indefinite quantity contract between the owner and often multiple construction contractors. Filanc’s Repair and Maintenance Division utilizes this method for repairs, minor construction, renovation, and preventive maintenance of wastewater and water treatment systems. JOC helps to save the owner time and money, as well as improving quality control, on the various projects that are included in the contract time period.

Since 1952 J.R. Filanc Construction Company, Inc. We are an award-winning, general engineering, and design-build contractor whose principals have over 200 years of combined experience in the construction of water-related infrastructure.

In 1995 Filanc recognized the need to provide our clients with an efficient means to contract for quick-response repair, maintenance, and small construction projects. Our Repair & Maintenance Division (R&M) was created to meet those needs. Since then, R&M has completed over 900 projects utilizing traditional contracting methods as well as many alternative delivery construction methods.

With two offices in California and one in Arizona, R&M has grown to be the preferred source for small construction projects and quick-response emergency repairs for federal, municipal, and private industry customers. Our management recognizes that employees must be given the proper resources to work safely. Supervisors are given extensive training on Filanc safety policies as well as industry best practices. Employees receive safety orientation on Day One, which is followed by continuous safety training at the jobsite level. Filanc field supervisors utilize pre-task job hazard analysis to plan each day’s work; this leads to heightened safety awareness by all employees every single day.
