RICHARD A. REYNOLDS DESALINATION FACILITY EXPANSION PHASE II

Filanc served as the General Contractor of this 5 million gallon per day (MGD) expansion that doubled the production of locally produced drinking water. This important project provides a sustainable, local source of drinking water for south bay San Diego County residents.

This project was the expansion of the Richard A. Reynolds (Reynolds) Facility that included additional treatment equipment, new extension wells and new pipelines. Work consisted of modifications to existing brackish groundwater desalination facility including: three reverse osmosis (RO) trains, iron and manganese filtration system, degassifier, fluoride system, chemical system modification, extensive electrical and instrumentation, and pump and motor installation. Construction of wellhead facilities and well buildings at five new wells were also included.

The original Reynolds Facility building was sized in anticipation of this expansion. The original facility contained treatment equipment with a capacity to treat 5 MGD. In order to increase the capacity to the necessary 10 MGD, additional RO equipment was obtained and installed within the existing building, and additional iron and manganese treatment equipment was installed adjacent to the existing equipment located next to the building.

Five new extraction wells were constructed producing 1 to 2 MGD each. The pipelines needed to connect the new wells to the Reynolds Facility were constructed along existing roadways, and cross underneath the Sweetwater River. A total of 13,400 feet of pipeline was installed using open trenches, and 1,200 feet was installed using directional boring.
