Jack R. Filanc
Founder and Chairman of the Board
 
An original Founder and former President of J.R. Filanc Construction Company, Mr. Filanc holds a Bachelor of Science degree and a Bachelor of Engineering degree in Civil Engineering from the University of Southern California.

Mr. Filanc remains active in the business as Chairman of the Board, complementing the organization with his valuable experience in estimating, value engineering and field operations. With proven expertise in construction and consulting engineering, Mr. Filanc has many projects under his belt that attest to his knowledge of the numerous facets of the building industry. He has been retained by countless engineering firms over the years and continues to provide expert consultation in the areas of constructability and value engineering. He has performed these services extensively in California, Arizona and Nevada. Accordingly, he is familiar with working conditions throughout the Southwest.

Mr. Filanc served the Encinitas Sanitary District, first as Director, then as President, for an impressive 28 year tenure. Prior to his career at Filanc, he was employed at the City of Los Angeles Department of Water and Power for 5 years.

Mr. Filanc currently serves as National Director for the Associated General Contractors of America (AGC) and is a member of the California Water Environment Association (CWEA).

Always a friend of the industry, he and his wife, Jane, established an endowment in 2005 that provides annual general funding for the J.R. Filanc Construction and Engineering Management program at San Diego State University. This program was designed to fulfill the future professional construction engineering and management workforce needs of the local building industry.

 

 

Mark E. Filanc, PE, DBIA
President and CEO
 
Mr. Filanc holds a Bachelor of Science degree in Environmental Engineering/Water from California Polytechnic State University, San Luis Obispo and a Master of Science degree in Civil Engineering, specializing in Construction Management, from Stanford University. He has over 30 years of experience in water/wastewater design and construction, as well as extensive expertise in all areas of project management including: technical engineering, CPM scheduling, estimating, planning, safety, quality assurance/control, value engineering, groundwater evaluation and control, shoring systems, cost control, concrete design, formwork and falsework design, piping and mechanical installations, client relations, labor relations, jobsite organization, and resource allocation.

Mr. Filanc is a registered professional engineer in the State of California and has been designated as a Design-Build Professional in Design-Build Institute of America’s (DBIA) charter group for lifetime experience. This designation is intended to create an accepted and recognized educational standard for experienced, professional and knowledgeable practitioners who possess a qualified and quantified level of expertise in design-build project delivery.

An experienced negotiator, Mr. Filanc has negotiated labor agreements for both Filanc and the Associated General Contractors (AGC) for over 20 years. He is past chairman and current member of DBIA’s Water Committee, secretary/treasurer of the San Diego Chapter of AGC and an instructor at the national level for AGC’s Supervisory Training Program.

Mr. Filanc is also on the 2008 Board of Directors of the Boy Scouts of America, Imperial Council.

 


 

Catherine B. Final
Chief Financial Officer
 
Ms. Final is Chief Financial Officer and Secretary of J.R. Filanc Construction. She joined the company in 1987 as Controller and was promoted to Chief Financial Officer in 1992. She was promoted to Secretary in 2007. Ms. Final is a Certified Public Accountant in the State of California. Prior to joining Filanc, Ms. Final performed audits for Deloitte (formerly Touche Ross). She has a Bachelor of Science in Business Administration from San Diego State University. Ms. Final has served on the national board of directors of the Construction Financial Management Association (CFMA), and is past president of the San Diego Chapter.

She is an instructor for the Associated General Contractors of America’s Project Manager Training Program, and a guest lecturer at San Diego State University. Ms. Final has served as a mentor to small construction firms in the Associated General Contractors-City of San Diego Mentor Protégé Program. She is also a member of Vistage (formerly The Executive Committee).
